If I am your family physician,wouldn't recommend wearing cock ring while on blood thinners to avoid risk of bleeding into penis,development of penile hematoma and using longterm may lead even to Trophic ulcer,inflammation and fibrosis..

However if you are just diabetic,nothing wrong in wearing..
