Is It Safe To Use 1% Hydrocortisone On Glans Penis?

Question: hi, is it safe to use 1% hydocortisone cream on my penis glans? ive been experiencing a persistent 'rough' feeling for a few weeks after being prescribed doxycycline for a UTI. Gon and Cla std scan came back negative but did show positive for slightly elevated white blood cells. Prescribed Amoxcycline for 1 dose, then Doxycycline for 1 week. Main UTi symptoms have gone but 'rough' feeling has persisted on and off. My doctor suggested it could be residual symptoms and i should wait a few weeks. Had another urine scan last week which came back fine.
