Ive had vulval itching and vulval and urethral burning for two years following a uti and many antibiotics. my bladder doesn't hurt when its full and I don't have the constant urge to urinate. I dont have to get up during the night to urinate as I sleep straight through. could I still have interstitial cystitis?

you are reporting to have vulvar itching and urethral burning. these symptoms may be related with candida overgrowth.
This is why I strongly suggest to do :
-smear test for candida overgrowth
- urine culture test
Since you don't have urge to urinate, or to urinate at night, it is unusual to have interstitial cystitis.

the urethral burning occurs after I stop urinating and when I have finished there is a slight urge to go again but it feel like that feeling is caused by irritation

First of all you should do exams that I recommended above to confirm the diagnosis.
After that you can start to use anti- fungal treatment like fluconasole.
Meantime I suggest to :
- use chamomile tea to wash genital area
- keep dry and good hygiene of anal area
- avoid intimae detergents
- If you have a partner than the partner should be treated too.
