Brief Answer:
most probably not, unless you have swollen joints.

Detailed Answer:
Hello,

People who have very high titers of rheumaoid factor may have rheumatoid arthritis. However it is entirely a clinical diagnosis, which entails a detailed exam of your joints.

If you have tender swollen joints, high rheumatoid factor and high inflammatory markers like esr or crp then the chances of you having rheumatoid arthritis are high; otherwise not.

Hope I answered your questions. Let me know if you need clarifications.
