Question: Lump on outer eyebrow from hitting in a fall, still present after a week, still a little tender to touch, no headaches. Lump is at brow level and slightly below

This does not sound like anything serious. It sounds like you have some swelling and inflammation that is taking a while to resolve. That is not uncommon. Some warm compresses may help the body reabsorb the inflammation.
If you were to develop headaches, visual changes or behavioral changes then there may be something more serious going on and you should go to emergency immediately if any of that occurs.
Otherwise this should resolve in a few weeks.
