Brief Answer:
15-20 minutes of exposure/day is found to be effective for light skin

Detailed Answer:

Dear XXXXXXX XXXXXXX Hi
I appreciate your concern for the Vitamin D deficiency and its remedy.

Vitamin D ("sunshine vitamin") is produced by the body in response to skin being exposed to sunlight. It also occurs naturally in a few foods like fish, fish liver oils, and egg yolks and in fortified dairy and grain products.

A level of 20 nanograms/milliliter to 50 ng/mL is considered adequate for healthy people. A level less than 12 ng/mL indicates vitamin D deficiency.

If you have a light (fair) skin, you need maybe 15 to 20 minutes daily exposure to the sun preferably between 10:00 am and 2:00 pm.
Black skin may require six times the sun exposure to make the same vitamin D levels as a very fair-skinned person.

Use of light clothing and avoiding sunscreens will be helpful.
Besides you need Vitamin D supplement to increase the number from 9 to 30.

Hope I could answer your query.
Best regards.
