Question: If u have small blisters on your penis , however it doesn't hurt to pop them nor does the healing of it hurt is it safe to assume that it's not genital herpes

I read your query and here is my advice.

Taking count that the blisters are painless I can suppose that they can't be herpes blisters but they can yet be caused by a sexually transmitted disease such granuloma inguinale caused by klebsiella granulomatis. You also have the enlarged lymph node which supports the fact of sexually transmitted disease. If this is true antibiotic treatment is required ( tetracycline).
Anyway you should get tested for STD first and also for klebsiella.
