I Went For A Massage Both Of Us Were Naked
Question: I went for a massage both of us were naked
She was massaging me and then she went to climb on top
My penis touched her pubic hair and labia ( no penetration)
I told her to get off. She said she was clean and doesn’t do any risky business as she was just positioning herself to massage me better .

First of all, there is every chance, that she could be free from HIV as she knows the risk of her job and as she knows her limits. If it is so, then you need not worry about the situation.
Vaginal fluids can be felt outside even without she being sexually aroused in situations like she was having some vulvovaginitis or cervicitis. If she had been infected with HIV, then there is likely chance that her vaginal fluid was infectious. At the same time, if she is on ART and if her viral load is undetectable, then also she would no longer remain infectious.
HIV cannot die as it is exposed to air, but cannot survive more than few seconds outside the body fluids. When the body fluids got dried and the cells in the fluid no longer alive, HIV also could not exist.
