Question: I think I swallowed part of a ballon a few months ago. Is it possible for it to still be stuck in my throat? It feels like I have something in my throat that is trying to make its way up or down

No it's not possible because balloon is a foreign particle and in few months it would act as a foreign body causing severe inflammation pain etc around the area(though it's not possible).
I would suggest you to visit a Ear nose throat specialist and get yourself examined by a largnygoscope and if everything is normal then an esophagoscopy could be done to look for the cause of problem(esophagus would be examined by a high definition camera).
