This may indicate inguinal hernia which is usually painless protrusion in this area and should pull back after rest and protrude during exercise or cough.

Second, it may be lipoma or hematoma accumulation, in this case, it would be soft and painless but it should not be moveable.

Some other causes are less common. To find out the exact diagnosis you should do an Ultrasound scan and needle biopsy if necessary and then surgical therapy can be planned.

Yes it does pull back during rest and can reappear when coughing. When will it go away?
