Brief Answer:
Possible issue with cervical spine

Detailed Answer:
Hello dear, welcome to Ask a doctor service.
I read your query and here is my advice.

The numbness and tingling sensation in left side of the neck is probably related to a cervical spine issue. Probably the nerve roots that come out of cervical spine may become compressed or irritated by a cervical spine issue such herniated disc, stenosis or injury.
Possibly you may need to do a x-ray of spine to check for possible cervical spine issues.
Taking vitamin B supplements can help you to support nerve function and also improve the condition.

Hope I have answered the question.
Let me know if I can assist you further.
