If the q tip is visible, then you can ask someone to pull the ear and under proper lighting can pull it out. But no tools or forceps or tweezers should be used for the same because there is a danger of the q tip going further and damaging the ear drum.

Best would be to get it checked from your ENT specialist as there are specialized tools to remove the broken q tip which can be used only be medical professionals. He or she may even prescribe a course of antibiotics if there is any injury to the ear to avoid any infection to set in.
