Here,I am giving you some tips.

Detailed Answer:
Hi XXXXXXX

It depends upon your present weight and height(BMI). Please tell me your weight and height, so that I am betetr able to help. To loose weight, exercises and diet should be executed accordingly.

Starting from '0' means that your past exercises and diet plans must be discarded and set your things as I am saying considering that there is no disease or any medication.

A) exercises should be started initially mildly i.e. brisk walking, cycling, slow running for up to 7 days. If you have exercises cycle with calorie meter then you can calculate the figure of kilo-calorie you are burning in a day. You start burning 200 kilo-calories per day with this exercises for just half an hour.

B) diet plan:
Here I will give you strict diet plan for all 7 days a week. This diet plan is standard and guaranteed. It reduces your weight by 3-4 kg by the end of the week.

Monday-All fruits (preferably fresh watermelon) diet except banana.
Tuesday-All vegetables whether in cooked or raw form, baked potato with butter in the morning.
Wednesday:All fruits with all vegetables.
Thursday:2-3 glasses of milk in a whole day with 7-8 banana in a day.
Friday:sprouts with salads tomatoes, cucumber, cabbage, bread with butter.
Saturday:all vegetables with sprouts.
Sunday:fruit juices, vegetables with rice.

Above all contents you will have to take as much as you can i.e. up to full stomach frequently during the day.
Also take as much as water in a day as it is flushes the all system from metabolic wastes and toxins.

My Height is 5'4 and my weight is 85kgs. (BMI 31 - Obese).

I workout 8-10 hours in a week and it includes half hour of jogging and 15mins brisk walk and 15mins of cycling.

If i eat rice i will put on weight and if i skip my meals no difference again.

I can do intensity work out and i prefer cardio instead of weight lifting etc.

So, please suggest me a diet plan which helps me loose weight and which do not make me sick. It should also support my work out.

Thanks for follow up query.

First, remove from your mind that this diet plan will make you sick and/or rice increases our weight, its not like that. Rice is a good source of carbohydrates and you will require some amount of it during this dieting.
This diet plan has been approved by US FDA and i have made changes in it according to XXXXXXX eating life style specially for vegetarians. Many of obese people is following this plan and of course succeeded as well.

Your BMI is high (grade-I obese) according to your age (just 27 years).
If you have not use to this type of strict plan then you can take small meals once a day i.e. half of your routine meal (without oil and ghee) or take coffee/tea during this 7 days.
After 7 days, you can check your weight and you may start your routine meal (BF, LUNCH, DINNER) but as i said small meals.
To understand this, suppose you are taking 5 chapatis in a day then you have to take only 3 chapatis or if you are taking 1 full bowl rice then you have to take only 2/3rd of that.It means you must curtail your extra food(say 'calories' here) consumption.
You can continue your work-outs after this 7 days. It would be advisable that your exercises should be light and not making you fatigue.
Overall, this 7 days are like a loading dose of a drug.

As you have already tried many tricks that in no result at all because only workouts never cause significant reduction in weight in persons who is obese. You will have to do both the things simultaneously according to your convenience.
