Even if you smoke a lot u cant be permantley high? Also i thought it takes a few hours to wear off?

Last thing my friend smokes in the summer and feels great from it and loves it. But he plays a physical sport and has been feeling hazy and out of it lately and stressed. So he tried smoking and he ended up panicking and freaking out the whole time. Why do u think that is?
