Brief Answer:

he needs an oral anti histamine eg benadryl

Detailed Answer:

Hi,

You would need to try an oral histamine. The topical agent would not work as well as an oral antihistamine.

The presence of itching and welts implies that it is an allergic reaction which would best respond to oral medication eg benadryl or children's claritine/loratidine

The topical agent would not be able to stop the reaction that is occurring, he needs to take something orally.

The cortizone can be added to it but would not work on a generalized rash on its own.

Hope I answered your query.

Take care
