Brief Answer:
Go for cow milk allergy test

Detailed Answer:
Hi
Thanks for being at HealthcareMagic
I have gone through your complaints and understand your concern.
To confirm whether he is having cow milk allergy, go for an allergy test.
It is a blood test which will confirm the presence of allergy.
For the time being don't give him cow's milk even in dilution as it will aggravate his skin problems.
Go for the test and if he's not having allergy then start with cow's milk in dilution and you can decrease the dilution accordingly.
