I have reviewed the attached photograph and there are few possibilities.
It could be a hypertrophic scar or a benign tumor like dermatofibroma or spitz tumor.
I would like to ask you few questions:
What is the duration of the lesion?
How did it start like it started on normal skin or after some infection or trauma on the area?
Do you have any itching, burning or complaints on the area?
Is it present anywhere else on the body?

I'm not sure how long it has been there, maybe a month or two, i noticed it after trimming down there, it is painless and very rarely itchy, and I believe it started on normal skin, have not noticed this anywhere else on my body.

I'd also like to add that it was a semi-flat shiny bump and then I tried to pick at it but it just bled a little bit and was back to normal overnight, very very strange.

I'm worried it might be an STD

Doesn't look like any STD, apply topical antibiotic for 2 weeks

According to your complaints it could be an acneform lesion in addition to the possibilities I have mentioned already.
It is not looking like any STD.
I would recommend you to apply topical antibiotic like benzoyl peroxide 2.5 percent gel on the affected area twice daily for 2 weeks.
An acneform lesion will respond to it.
If it doesn't show improvement consult a dermatologist and get it checked and go for excision biopsy if required.

Hi,

I don't know whether it is available as over the counter in your country.
You can try finding it in some store first.
If you don't get this apply Neosporin ointment on the affected area twice daily.
It is an over the counter antibiotic.
