Question: Earlier this evening, after leaving a restaurant, I got in my car, and as I looked around to prepare to back up, I saw what seemed like bright beams of light bouncing off the ceiling and around the car in my peripheral vision. I sometimes experience some peripheral vision aura with migraine, but this was not that. Earlier today, I noticed a black floater, but it went away. The light beams declined gradually and stopped after about 20 min. Could this be retinal detachment and should I go to seek immediate treatment at an emergency room?

Seeing flashes of light or floaters points towards a vitreoretinal pathology . if it is a vitreous detachment then we don't need to do anything as it is a benign process which will happen with everybody but if it is a retinal hole then we need to laser it . to diagnose both of them you need to undergo a retinal examination under full dilatation by a retina specialist preferably. hope my answer helps you .
