Hi,
I understand that you cannot give all the information I want since she lives in a different country.

But it is difficult to give an opinion with insufficient information.

Based the little information you have provided -

Dysplasia is a stage before malignancy. It is irreversible and over a period of time will change in to cancer. So it is better to remove the focus of dysplasia.

Having said that I would also like to mention that since she is 80 years old, she should be fit enough for the surgery.
If she is not fit for the surgery because of the general condition or any serious comorbid illness, it is better to avoid surgery.
