Question: cannot pull foreskin over penis head. I'm 80 years old and had no trouble doing this until about 5 months ago

foreskin tightening is commonly seen and it may cause your problem. Tightening can be cauused by infection,irritation or venous congestion.
In every case,dont force pulling back. You can try to wash penis head and foreskin with camomile tea and after this apply mild soap and try to pull it back.
Seconly, mild corticosteroid creams for genitals can be helpful and you can find it in pharmacy.
if there is no improvement,you should visit urologist to rule out yeast or bacterial infection which should be treated then.
If there is penis swelling, pain or urination inability, you should visit ER.
