No, it can not be used to treat venous ulcers. It wont help at all.
Venous insufficiency with ulcers is a very hard to treat condition. The main problems are veins which do not deliver blood to the heart. We call it veins insufficiency. The blood stays in such veins for a long time causing swelling, tissues dehydration, and in advanced stage ulcers.

The best and most effective treatment of such ulcers is surgical removal of affected veins. I suggest you to consider such solution.

Some improvement can be also see after 3 months usage of medicine called Sulodexidum.
