Red wine in small amounts (two tablespoons) should not aggravate hemorrhoids. As it increases HDL (good cholesterol) level in blood, it helps keep vessels wall free of atherosclerosis. This makes them healthier and lets blood circulate properly. As hemorrhoids are nothing than sick vessels, we can say it can be helpful in preventing hemorrhoids. Moreover, red wine is some kind of anticoagulant so it also improves blood circulation.
So the conclusion is, red wine in small dosages for sure do not aggravates hemorrhoids.

Of course alcohol in large dosages can aggravate many diseases including hemorrhoids.
