Brief Answer:
It is not safe for your friend to drive.

Detailed Answer:
Thank you for posting your query.

I am Dr Sudhir Kumar, Neurologist, and I would try my best to help you.

I have noted your friend's clinical details. Based on this, he has advanced Parkinson's disease (PD). He has motor fluctuations in the form of dyskinesias. These dyskinesias can come on all of a sudden, and they are not under voluntary control. Moreover, he is also at a risk of developing freezing, where his movements can suddenly stop. These motor fluctuations increase his chances of accident while driving, and hence, he should preferably avoid driving.

I hope my answer helps. Please get back if you have any follow up queries or if you require any additional information.

Wishing you good health,
