Brief Answer:
Stroking unlikely to transmit HIV

Detailed Answer:
Hi XXXX,
Thanks for writing in to us.

I have read through your query in detail.
HIV is a virus and needs a host cell to get attached to. Once outside the body, it dies as soon as the fluid containing it gets dried. When outside, the temperature, moisture and environment get unfavorable for the HIV to replicate and then it dies. If the surface is slightly moist then the virus can live a little longer until it is dry, and for this reason razor edges being moist, keep the virus alive for a little longer.

In your sexual incident it is important to know the exact sequence of events, however since you had protected sex with condoms, there is almost nil risk of HIV infection due to the intercourse. It is not easy for fluids to enter the urethral opening of penis after stroking. The risk is more during sexual intercourse because the penis forcibly hits the roof of vagina and at that time fluids from the female partner can enter the penis due with force.

The rate of infection with HIV depends on the viral load of the infected person and the amount of fluid coming in contact with the recipient. If your penis has no cuts on the surface then the transmission risk is least.

For peace of mind, you can get tested for HIV at 3 and 6 months. I re assure you that the chances of HIV by just stroking is very less for the male partner.

Hope this answers your question. Please feel free to correct any oversight in my interpretation of your problems and discuss them in detail as per your requirements.

Hope your query is answered.
Do write back if you have any doubts.
