Compression stockings are used venous disease to compress the veins so that the blood would go back up the heart and not stay in the legs.

They are not used for PVD usually because this involves the arteries. PVD (peripheral vascular disease) implies that there is reduced blood supply in the arteries in the legs.
Compressing these arteries would further reduce the blood flow.
