If there is no history of sun exposure then other causes have to be sought. Secretion of certain hormones like ACTH can cause hyper-pigmentation. Primary skin diseases like eczema can also cause hyper-pigmentation. You need to consult an endocrinologist or dermatologist.

Hi, Thank you for posting your query. The most important thing is to rule out an infection. This can be confirmed by a local examination of penis. A course of antibiotics may be required. Regarding difficulty in rolling the foreskin back, it could be a condition called as phimosis, which may require a minor surgical correction. An Urologist consultation would be helpful.
