HI. This is classically due to dermatitis , which so easily affect the skin of the eyelids as it is so soft and sensitive. You may need oral anti-allergic and steroids ( if you are not a diabetic). Local applications of anything are better avoided as they can easily enter the eye proper and may cause more problems.
