Hi You seem to have developed a chronic skin eczema. Such a condition over arms can very commonly occur due to sun allergy. Apply a topical steroid cream like cortisone cream over the affected areas twice daily . Take some oral antihistamines like Benadryl or levocetrizine along to relieve the associated itching and allergy . Use a medicated sunscreen with spf more than 26 regularly .
