Would Diabetes Result Fluid Filled Blisters In Finger Tips & Hands?

Hello. My husband had a gastric sleeve a year ago. Since then, he is no longer diabetic. Prior to his surgery, he was on Glucophage for about 10 years and then on Victoza and another form of pen in place of oral meds. The problem he has had is he gets fluid filled blisters on his fingers-tips, along the sides and inside the hand. Both hands can get these. We thought, because of his diabetes, that heat was involved to be a cause. He would get them if he bbq d , held his pipe, or if he was warm. They would pop up, we would bandage them and they would go away. He did see a dermatologist and she put him on an antibiotic and suggested using Hibiclens. Did all that and the other day, a new blister appeared-about 2 in length. No pain from these at all. She did take a biopsy and it did come back as a staff infection... any thoughts?
