Why The Bleeding In The Arm Is Not Stopping?

My dog took about 1 sq inch of skin off my arm. I put the skin back except for a small area which has seeped blood for about 5 days. I put an antibiotic ointment on the seeping area to keep the bandage from sticking, but when I take the bandage off it still seeps blood.
