Why Is Frenuloplasty Or Scrotoplasty Being Suggested?

I have penoscrotal webbing from a recent botched circumcision as an adult and am wondering why my urologist (a totally different doctor), is suggesting that I may need a frenuloplasty or a scrotoplasty. Why would she make that suggestion? Wouldn't I need a z-plasty instead?

Thanks for your query and an elucidate history.
This is a rare problem and penoscrotal webbing is rarely seen.
This has occurred due to botched circumcision.
Urologist is definitely a totally different Doctor but he is a master Surgeon for any surgery in this area, hence his advise is the most important and most thought after with his experience.
Simply Z-Plasty may not be sufficient to make the penile skin appearing functional, hence the need for frenuloplasty and scrotoplasty.
Whatever the procedure, the requirement is to make the area functional/.
