The size of scrotum and its connections may vary from person to person. You can identify it as a problem only if the swelling has come in the reason past and intially there wsa total normalcy. Some time your worry related to the problem and too much of focus on the size may be making you feel that the swelling is increasing or you have pain whenever you involve in hard jobs - a psychological impact. There is also a possinbilty that it may be due to inguinal hernia or initial satge of hydrocile. However consult a specilist preferably a urologist and then take approriate remedial measures

*your problem may be related with inguinal hernia or hydrocele or simply a chronic infection
*take antibiotics and anti-inflammatory and analgesic medicine as a course after consulting your family physician.
*wear loose underwear for few days
Thank you
