What To Do If Baby Has Swallowed Chewing Tobacco And Thrown Up?

My 18 mo old nephew just swallowed some chewing tobacco spit and has thrown up. Poison control said to just watch him and take him to the ED if he throws up again, has convulsions, or is lethargic, but I'm still concerned! Should he be taken to the ED anyway?
