You seem to have developed bacterial infection of hair follicle/boil in tattooed area. though you have used hydrogen peroxide and neosporin, i would advise that you do warm water compresses over the affected area and apply topical antibiotic like mupirocin twice in a day. You may also take a mild painkiller to alleviate the pain. If the lesion does not drain in few days, please meet a dermatologist so that appropriate oral antibiotic can be started. Hoep this helped.
