Penis in new born is v small and after circumcision it looks even smaller.sometimes due to baby fat it may look even embedded so its nothing to worry .but the main concern is to keep the area clean so that ther is no infection.with age it wil improve.if any difficulty in passing urine then so visit a pediatrician
