Hello and welcome to HCM,
Blackened skin over scrotum and root of penis can be due to hematoma formation caused by injury to soft tissues.
Is there any history to trauma to the pelvic structures in recent past:
Injury to the soft tissues can cause bleeding in soft tissues and thus blackening of the skin.
In addition, blackening can be due to some other vascular abnormality.
Clinical assessment should be done at the earliest since vascular problems can be serious leading to cut off of blood supply to vital structures like testis.
Thus, consult your doctor for clinical assessment and relevant investigations like Doppler ultrasound of the genital organs.

Thanks and take care
