Since the bump is painless;not red and does not itch and is on the lower side of his penis it may be in all probability a small sebaceous cyst which might have formed due to blocked hair follicle so no reason to worry.If it is infected it will become red and painful so presently it is not.As for your fear of getting STD ask him to get investigated for STD so that you also surely know about him.
