Welcome to Healthcare-Magic
Greetings of the day

Presence of pus cells and blood in stools indicates presence of milk allergy. If the child is eating well, no vomiting, no distension of abdomen possibility of surgical cause is ruled out.
I would consider the following possibility
1. Fissure in anus
2. Milk allergy

I would suggest you to consult a Pediatric Surgeon.

In case you need any further assistance, will be glad to assist you.

Wishing you happy and healthy life

Take Care
