As per the history, your mother is 64yrs old,
obese lady, suffering from
diabetes mellitus,
hypertension and congestive cardiac failure on irregular medications. It would have been helpful if you had mentioned, her blood sugar status, her BP recordings and the medications she has been prescribed.
It is very common in this age to have a lack of motivation and skip medications. You must counsel her (if required take professional help), in this aspect. The benefits of medications in improving the quality of life must be explained to her. The harmful effects of skipped medications must be intimated to her (like fluctuating sugar levels,
dizziness,
shortness of breath etc.). Weight reduction can be achieved through dietary restriction of calories, reduced intake of refined carbohydrates,
saturated fat and low dietary salt intake. Since she has congestive cardiac failure, fluid intake must be restricted (as per the advise of her primary physician). A daily, graded exercise regimen like walking is recommended for her (strenuous exercises are to be avoided, taking her cardiac status into account). Central obesity reduction (fat reduction along the waistline) is helpful for these patients. Anti diabetic medication like
metformin has been shown to help in weight reduction.
I would advise you to take her to the primary physician, who can counsel her regarding this matter. Also a dietician's advise may be helpful.
