What Is The Right Time To Exercise Daily For A Diabetic / BP Patient ?

Morning walk or tread mill is always good and more effective? Is it so? Is it ok to exercise (tread mill) in the afternoon before lunch for 30 to 45 minutes? How effective is evening walk or tread mill around 8 pm daily? For a diabetic or blood pressure patient, is it enough to exercise atleast 5 days a week 30 to 40 minutes? Awaiting your reply. Thanks
