What Is The Red And Swollen Lump At The Site Of Meth Injection?

At the sight of a meth injection there is a golf ball size redness. Whole arm from shoulder to fingers is swollen really bad. Its been a couple of days so sign of swelling going down at all. What could be the problem. He doesn t want to go to ER he thinks the doctors will call the police
