What is the reason for my right foot pain ?

Hello I m a 26 year old female, and this past few months off and on, the top of my right foot will start hurting, and I have just noticed this last time that it is a bit swollen and VERY tender to the touch.. Actually it hurts with out touching it. I haven t injured myself in any way. When it has been happening it lasts about one to two weeks then goes away for a week or two. I have tried soaking it in hot (as I could stand) water and tried elevating it and also tried keeping an ice pack on it... But nothing seems to make it feel better. I m scared please help?
