I can understand your concern for eczema on neck of your friend. This can be due to scratching or due to "contact allergic dermatitis". Due to scratching of the area it leads to further aggravation of the problem. So the most important part in her treatment is to not even touch the area unnecessarily.
For the betterment you need to take proper treatment from dermatologist. Both oral and topical steroids will be need to take care of the problem. In between do warm compresses for multiple times a day and apply any bland moisturizing cream such as liquid paraffin for multiple times a day. A topical steroid containing fluticasone or mometsone for few days gives quite good relief. She will be alright by proper dermatological care.
