My opinion- IN the given situation, You seems to be having-Jugular Vein distension-with extra Cervical Rib on left side.This is also called as TOS-V(Thorasic outlet Syndrome) with Venous Compression- of left Jugualr Vein-from extra Cervical Rib.The hanging extra cervical rib-compresses Jugular Vein causing distention of it.
