What Does The Following Physical Activity Of A 16 Month Old Indicate?

a friend of mine is concerned with her daughter, she is 16mos old and not walking or standing unless she is in her walker, she toe walks but literally puts pressure on her toes only, she has a protruding stomach, she is only 28in tall and 19lbs, she doesn't say any words, can't use a spoon, her feet haven't grown in size since 4mos old, she also has oriental like features and she is not in any way oriental! also she has been late hitting all her milestones! my friend is worried, can some one tell me what could possibly going on?

I can understand your concerns.
In my opinion your friends daughter seems to have some syndrome like down's syndrome. I would suggest you either get him assessd by a genetic specialist or upload a photo so that I can see and suggest.
