What Does The Following CT Scan Report Suggest?

My family member is 4 years out with breast cancer, having only lumpectomy; chose no tamoxifen, was well but now lump on clavicle/sternum, prelim biopsy says cancer has returned, awaiting pet results, but new ct showed also mass effect near thoracic aorta and lesions in liver, suspicious....you think this means metastasis throughout?
