Hello,
The MRI report indicates that you have disc disease. The discs are protruding and pushing on the spinal cord. You will probably need surgery to relieve this condition. Please consult your doctor and and neurosurgeon as soon as possible. The nerves in the cervical spine (neck) go into the hands and that is probably why you are having symptoms in your hands. This is a serious condition, please do not ignore it.
