What Does Swelling In Tibia With New Bruising Post Removal Of Cast Suggest?

I broke my tibia all the way through down into my ankle in February. Today, when my cast was removed there was new bruising and the leg is still broken yet they gave me a boot and refused physical therapy and asked me if I was a smoker. I said no and they said they couldn t understand why my bone wasn t healed yet. When they realized that they gave me the wrong boot because of the cost, they didn t change it. Should I seek a second opinion? I am in my 8th week, never been to the OR yet im still having a LOT of swelling and new bruising.
