General & Family Physician 's  Response
Unilateral headache is a classical symptom of Migraine. Since you report CT scan to be normal, this supports in favor of Migraine.
Migraine needs specific management with certain long term medications and diet modifications(eg. absolute avoidance of the 4 Cs, namely Coffee Cola Chocolate Cheese, high fibre diet to regularize bowel movements etc). Also if your father suffers from any anxiety disorder that may indirectly aggravate the symptoms needs to be taken care of.
Another possibility is development of age related presbyopia. So I would also recommend consulting an ophthalmologist to get your father's vision checked.
