General Surgeon 's  Response
Hello and welcome to `Ask A Doctor` service.
I have reviewed your query and here is my advise.

* As per my surgical experience, there are many reasons of itchy rash
on penis other than herpes as bacterial or fungal infections from
various micro organisms.

* I would like to consult your PCP rather than searching for OTC
medications.

Thanks.
Take care.
